Allows landowners of current or former breeder deer release sites to remove the surrounding fence if at least five years have passed since breeder deer were last released on the site

Requires landowners to notify all adjacent landowners of their intention to remove the fence in a form and manner prescribed by the Parks and Wildlife Department

Prohibits fence removal if the site has more than a trace connection to a facility where chronic wasting disease (CWD) has been detected

Requires the department to certify that no deer released on the site has been epidemiologically associated with a positive CWD test before allowing fence removal

Establishes two confidence level thresholds for CWD certification: 95% confidence at no greater than 5% prevalence for sites with no CWD facility connection and full compliance, or 99% confidence at no greater than 1% prevalence for sites with only trace CWD connections

Takes effect September 1, 2025
