Exempts veterinarians working in regulatory or public health programs from these requirements, including those employed by the Texas Animal Health Commission, Department of State Health Services, Parks and Wildlife Department, or Texas Racing Commission

Applies only to legal actions commenced on or after September 1, 2025; pending cases remain governed by existing law
