Requires the Texas Education Agency (TEA) to provide resources to school districts for meeting safety and security reporting requirements, in coordination with the Texas School Safety Center and local law enforcement

Expands the types of information TEA may require school districts to report, adding data on threat assessments, emergency management, vulnerability assessments, and intruder detection audits

Prohibits TEA from prescribing the specific manner in which school districts must submit safety and security information to the agency

Prohibits TEA from dictating the specific threat assessment materials, instruments, or methods that school districts must use when conducting threat assessments

Applies beginning with the 2025-2026 school year and takes effect immediately with two-thirds legislative approval, or September 1, 2025 otherwise
