Prohibits motor vehicle manufacturers from using technological or legal barriers that prevent owners from accessing vehicle-generated diagnostic data, using independent repair shops, or choosing aftermarket parts

Requires manufacturers to provide vehicle owners unrestricted, fee-free access to real-time diagnostic and maintenance data, including through wireless telematics systems via a standardized access platform

Mandates that manufacturers provide critical repair information, tools, schematics, software, and training materials to owners, repair facilities, and aftermarket parts makers at fair, reasonable, and nondiscriminatory costs

Bans manufacturers from mandating specific brands of parts, tools, or equipment in repair guidelines (except for recall/warranty work), and requires prominent notices informing owners they can choose their own repair products

Establishes civil penalties of up to $10,000 per violation per day, enforceable by the Attorney General, with the Texas Department of Motor Vehicles responsible for administration and biennial reporting to the legislature
