Expands clerk notification requirements when fraudulent property documents are detected to include notifying grantors, grantees, and the last known property owner if their address differs from parties named in the document

Authorizes county clerks to refuse filing or recording of documents purporting to create liens or claim property interests if the district/county attorney finds probable cause of fraud or if the filer fails to provide requested supporting documentation

Strengthens requirements for recording real property conveyance instruments by mandating both the grantor's signature with two credible witnesses AND certification by an authorized officer (previously either option was sufficient)

Expands the definition of presumptively fraudulent documents to include those asserting claims "to" property interests, not just liens "against" property, and adds "grantor" to the list of parties whose consent is required

Applies only to documents filed, recorded, or offered for filing/recording on or after September 1, 2025
