Establishes the Texas Moving Image Industry Incentive Fund outside the state treasury, funded by $500 million in sales tax revenue deposited at the beginning of each state fiscal biennium, to be held by the Texas Treasury Safekeeping Trust Company

Increases minimum in-state spending requirement for film/TV productions to qualify for grants from $250,000 to $500,000, with tiered grant rates of 5% ($500K-$1M), 10% ($1M-$5M), or 25% ($5M+) of total in-state spending

Implements phased Texas resident workforce requirements starting at 35% for projects beginning September 2025, increasing to 50% by September 2031

Excludes specific content types from grant eligibility including pornography, news programming, political advertising, sporting events, casino games, and commercials for state agencies, while requiring content review during application and before final grant payment

Creates three additional grant categories: a 2.5% "Texas heritage grant" for projects promoting family values or portraying Texas positively, a 2.5% "rural filming grant" for productions with 35%+ filming in counties with population under 300,000, and a 1% postproduction grant for projects spending 25%+ on eligible postproduction expenses

Contains sunset provisions abolishing the incentive fund on August 31, 2035, with remaining balance transferred to general revenue
