Requires the responsible state agency to notify persons within 30 minutes of determining that a toxic chemical release from a manufacturing facility will substantially endanger human health or the environment

Directs the state emergency response commission to develop and maintain a toxic chemical emergency alert system, with implementation required by January 1, 2027

Mandates alerts be delivered through reverse 9-1-1 calls, text messages, emails, social media, and instant messaging in both English and Spanish, with options for recipients to choose their preferred notification method or opt out

Requires each alert to include affected areas with geographic threat severity displays, chemicals involved and their toxicity, projected movement of the release, illness symptoms requiring emergency treatment, and protection instructions

The state emergency response commission must review and modify the alert system every four years
