Exempts school districts from the requirement to publish annual financial statements in newspapers, removing them from Section 140.006 of the Local Government Code

Exempts open-enrollment charter schools from the newspaper publication requirement, instead requiring them to make financial statements available under public information laws and post them continuously on their websites

Creates new Section 140.0065 specifically for open-enrollment charter schools' financial statement publication requirements

Repeals Section 31.105(c) of the Education Code, eliminating an additional requirement placed on school districts

Takes effect immediately with two-thirds legislative approval, otherwise takes effect September 1, 2025
