Requires the Railroad Commission of Texas to adopt rules regulating reserve pits (used for collecting spent drilling fluids, cuttings, sand, silt, and wash water) and mud circulation pits (used for storing drilling fluid during operations)

Rules must establish minimum siting standards, uniform technical/construction/sampling/closure standards, groundwater monitoring standards, and bonding/financial security requirements for permanent burial of oil and gas waste

Operators must obtain landowner notice and permission before permanently burying oil and gas waste, including disclosure of the type and volume of waste to be buried

Within 30 days of closing a pit used for permanent waste burial, operators must send written notice to the county clerk with the legal description of the pit location and type/volume of waste buried

County clerks must record burial notices at no charge in official public records; standards for reserve and mud circulation pits must be consistent with existing standards for produced water recycling pits
