Authorizes municipalities and counties in or adjacent to counties with populations between 2.5 million and 4 million to reimburse developers for infrastructure costs related to "attainable housing developments"

Defines attainable housing developments as residential projects of at least 7 acres with at least 50 single-family offsite residences (manufactured homes) between 1,000 and 2,500 square feet, where at least 80% of lots meet size requirements

Eligibility requires developments to connect to public water and sewer systems, be governed by a property owners' association or land lease agreement, offer units to veterans, military members, first responders, or school employees, and comply with FHA tenant site lease protections

Limits annual reimbursement to the amount of property taxes paid by the developer on the development property, with reimbursement continuing until costs are fully repaid or 10 years from first payment, whichever comes first

Requires developers receiving reimbursement to submit annual reports with itemized infrastructure costs and proof of payment; applies only to costs incurred on or after September 1, 2025
