Prohibits any person from controlling aquatic vegetation in public surface waters unless they comply with integrated pest management principles, the state aquatic vegetation management plan, any applicable local management plan, and Parks and Wildlife Department rules

Establishes civil penalties of $100 to $10,000 per violation per day for violating aquatic vegetation management rules, permits, or orders issued under this subchapter

Authorizes the Parks and Wildlife Department director to seek injunctive relief and civil penalties through the attorney general or county attorney, with recovery of investigation costs, attorney's fees, and associated costs

Creates a Class C Parks and Wildlife Code misdemeanor for violations of the subchapter or related rules

Takes effect September 1, 2025, applying only to conduct occurring on or after that date
