Requires physicians to be physically present in Texas and conduct an in-person examination of the patient at the time they provide an abortion-inducing drug

Eliminates existing exemptions that allowed out-of-state physicians to provide consultation services without a Texas medical license when those services involve abortion-inducing drugs

Applies specifically to medical specialists providing episodic consultations and physicians consulting with Texas medical schools or educational institutions

Maintains existing exemptions for out-of-state physicians from contiguous states ordering home health or hospice services for Texas residents

Takes effect September 1, 2025
