Prohibits "foreign adversaries" (China, Russia, Iran, North Korea, and their controlled entities) from holding or acquiring any interest in real property in Texas, with foreign adversaries required to divest within 180 days of acquisition

Prohibits individuals domiciled in foreign adversary countries (who are not U.S. citizens or permanent residents) and organizations controlled by them from acquiring agricultural land or property within 25 miles of critical infrastructure

Establishes a Homeland Security Review Committee composed of the governor, lieutenant governor, speaker, attorney general, adjutant general, and agriculture commissioner to identify critical infrastructure, set distance/acreage thresholds for reporting requirements, and approve or disapprove certain property transactions

Requires covered foreign individuals and entities to report proposed real property transactions to the committee at least 30 days before closing, with certain acquisitions requiring prior committee approval

Authorizes the attorney general to enforce violations through court-ordered divestiture with forfeiture of sale proceeds to the state, and empowers the committee to direct eminent domain acquisition of prohibited property; creates a second-degree felony for knowingly filing false reports to evade the law
