Authorizes the Health and Human Services Commission (HHSC) to establish and implement public health initiatives to address health challenges affecting Texas residents through studies, pilot programs, or data collection efforts

Permits initiatives to assess the efficacy, safety, and medical potential of emerging health care treatments and therapies for both physical and mental health conditions

Allows initiatives to evaluate the impact of medical treatments, alternative health care therapies, or medications on public health outcomes

Enables HHSC to collaborate with public and private entities, including institutions of higher education and medical research organizations, to implement these initiatives

Grants the executive commissioner authority to adopt rules necessary to implement the new chapter; effective date is September 1, 2025
