Establishes a down payment assistance grant program administered by the Veterans Land Board to help eligible veterans purchase new manufactured homes

Creates the manufactured home grant fund as a special fund in the state treasury, funded by 10% of sales and use tax revenue collected on manufactured homes, plus legislative appropriations, gifts, grants, and investment earnings

Requires veterans receiving grants to occupy the manufactured home as their principal residence for at least three years before selling, leasing, or transferring the property, with the board authorized to waive this requirement in cases of death, bankruptcy, divorce, job relocation, or condemnation

Allows surviving spouses to complete purchase transactions if a veteran dies after filing an application

Directs the board to establish rules setting grant values, income eligibility limits, and repayment provisions if residency requirements are violated; takes effect September 1, 2025
