Establishes a 90-day deadline for out-of-network healthcare providers to request mandatory mediation after receiving an initial payment for health care or medical services or supplies

Health benefit plan issuers or administrators retain the ability to request mandatory mediation for out-of-network claims without the same time restriction

Applies to services provided on or after the 30th day after the act's effective date, with a transition provision allowing mediation requests for earlier services if filed within 120 days of the effective date

Takes effect immediately upon passage with a two-thirds vote of both legislative chambers, otherwise becomes effective September 1, 2025
