Requires retailers with physical locations in Texas to accept cash payments for transactions of $100 or less and prohibits charging customers higher prices for paying with cash

Defines "cash" as United States coins and currency, including federal reserve notes, and "retailer" as any person selling or leasing goods or services at retail to the public

Allows retailers to refuse cash during temporary sale system failures, when temporarily unable to make change (must inform customer when cash will be accepted within 48 hours), or when providing on-site devices that convert cash to prepaid cards at no fee

Cash-to-prepaid-card devices must have no usage fees, require no more than $1 minimum deposit, not collect personal identifying information, and funds cannot expire

Retailers are not required to accept bill denominations over $100; effective immediately with two-thirds legislative vote or September 1, 2025
