Requires sellers of unimproved real property in Texas to provide purchasers with written notice disclosing whether any part of the property is located in a FEMA-designated floodplain (special or moderate flood hazard area)

Mandates the disclosure be delivered on or before the effective date of an executory contract binding the purchaser to the sale

Grants purchasers the right to terminate the contract for any reason within 7 days of the effective date if the seller fails to provide the required floodplain disclosure

Applies to all sellers of unimproved real property, including developers selling property for resale

Takes effect September 1, 2025, and applies only to contracts entered into on or after that date
