Mandates mail notice to all residences and businesses within a one-mile radius of the property at least 36 hours before the public hearing

Grants individuals entitled to notice the right to seek injunctive relief in district court to prevent property conversions if the municipality fails to comply with hearing and notice requirements

Exempts property conversions for temporary shelter during natural disasters, declared states of emergency, or other life-threatening public emergencies

State law requirements supersede any conflicting municipal charter provisions regarding property conversions or notice procedures
