Repeals Section 51.13(d) of the Family Code and Section 12.42(f) of the Penal Code, which currently allow juvenile delinquent conduct adjudications to be used for enhancing adult felony sentences

Removes the ability of prosecutors to petition for inspection of sealed juvenile records for the purpose of punishment enhancement under the Penal Code's repeat offender provisions

Preserves prosecutors' ability to access sealed juvenile records only for capital prosecutions and sex offender registration determinations

Reinforces that juvenile adjudications and dispositions are not criminal convictions and do not impose civil disabilities or affect civil service eligibility

Applies only to offenses committed on or after September 1, 2025; prior offenses remain subject to current law
