Applies only to distribution centers located outside municipal corporate limits that generate 800+ total daily vehicle trips, or 400+ trips to or from the center per day

Prohibits covered retail distribution centers from being located within two miles of any public or private school (including charter schools) or licensed hospital

Establishes civil penalty of up to $1,000 per day for violations, with each day of continued violation counted as a separate offense

Authorizes the attorney general, district attorney, or county attorney to bring enforcement actions, with collected penalties deposited into the state general revenue fund
