Establishes a scrap tire remediation grant program administered by the Texas Commission on Environmental Quality (TCEQ) to provide grants to counties for reducing illegal scrap tire disposal in waterways, rights-of-way, and other land

Grant funds may be used for three purposes: identifying and prosecuting illegal scrap tire dumping violators, public education campaigns to discourage illegal disposal, and removing and properly disposing of illegally dumped scrap tires

Creates a dedicated scrap tire remediation grant account in the general revenue fund, funded by legislative appropriations, gifts, federal grants, donations, and investment interest

Requires TCEQ to submit an annual report to the legislature by September 1 with recommendations to address illegal scrap tire disposal

TCEQ must establish the grant program by January 1, 2027, with the act taking effect September 1, 2025
