Prohibits transfer of prisoners with records of institutional violence involving deadly weapons, patterns of violence, or escape/attempted escape history unless the commission grants a specific waiver

Requires prisoners confined out-of-state to be released within the sending county, and mandates receiving facilities notify sending counties of major incidents (escapes, injuries, deaths) within 24 hours

Grants sending counties the right to terminate contracts at will with 90 days' notice, including if directed by the commission, and requires counties to investigate and report deaths, escapes, or serious incidents to the commission
