Prohibits public school students from being expelled or removed to a disciplinary alternative education program (DAEP) for minor student code of conduct violations

Defines minor violations as including insubordination, classroom disruption, use of offensive or profane language, and violations related to attendance, dress, or grooming

Removes the principal's authority to place a teacher-removed student into a disciplinary alternative education program; limits placement options to another appropriate classroom or in-school suspension

Applies beginning with the 2025-2026 school year

Takes effect immediately with a two-thirds vote of both legislative chambers, or September 1, 2025, otherwise
