Creates a new criminal offense for knowingly affixing a notary seal or counterfeit seal to a document presumed to be fraudulent under existing law (Section 51.901(c)(2))

Defines "counterfeit seal" as a mark identical to or substantially indistinguishable from a notary seal that was not provided or authorized by the secretary of state, including photocopies, scanned images, or electronic copies

Applies when the fraudulent document is filed, recorded, or attempted to be filed with court clerks (supreme court, court of criminal appeals, courts of appeals, district, county, or municipal clerks)

Classifies the offense as a Class A misdemeanor

Allows prosecution under this new statute, other applicable laws, or both when conduct violates multiple laws; takes effect September 1, 2025
