Establishes a procedure to dissolve the Cedar Creek Hospital District only when: the district is not providing medical/hospital care, all board positions are vacant, there is no outstanding debt, and the only remaining asset is money

County judges of Kaufman, Van Zandt, and Henderson Counties may jointly order an election on dissolving the district and using remaining funds to establish the Andrew Gibbs Memorial Nursing Scholarship

If voters approve dissolution, district money will be transferred in equal shares to the three counties to establish and administer the nursing scholarship program

Scholarship recipients must reside within the former district boundaries and be enrolled in or accepted to a nursing education program at a Texas institution of higher education

An oversight committee established by the three counties will administer the scholarship and set eligibility criteria, with authority to collaborate with local higher education institutions
