Allows third-party review of development documents, including development permits, if a regulatory authority fails to approve, conditionally approve, or disapprove the document within 15 days after the statutory deadline

Permits third-party development inspections if a regulatory authority fails to conduct a required inspection within 15 days after the statutory deadline

Expands who may perform third-party inspections by removing the limitation that International Code Council certification must be specifically "to inspect buildings," allowing any ICC certification

Establishes that political subdivisions are not liable for reviews or inspections performed by third parties under this chapter

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise becomes effective September 1, 2025
