Creates new barber instructor and cosmetology instructor licenses requiring applicants to be at least 18 years old, hold a high school diploma or equivalent, maintain a current Class A barber or cosmetology operator license, complete 500 hours of instruction in teaching methods, and pass written and practical examinations

Authorizes barber instructor license holders to perform any barbering service and instruct others in barbering; cosmetology instructor license holders may perform any cosmetology service and instruct others in cosmetology

Expands the Barbering and Cosmetology Advisory Board's practitioner member requirements to include at least one barber instructor license holder and at least one cosmetology instructor license holder among the four practitioner positions

Directs the Texas Commission of Licensing and Regulation to adopt rules for licensing specialty instructors to teach specialty courses in areas such as manicuring, esthetics, hair weaving, and eyelash extensions

Requires the commission to adopt implementing rules by December 31, 2025, with the act taking effect September 1, 2025; current advisory board members may serve out their existing terms
