Establishes the Texas Alcohol Tourism Development Program within the Texas Economic Development and Tourism Office to develop and market alcohol tourism statewide

Requires the program to create a marketing plan using market research to increase tourism to wineries, breweries, and distilleries and promote consumption of Texas-produced wine, beer, and distilled spirits

Mandates the office maintain and annually update a publicly accessible website listing locations of wineries, breweries, and distilleries offering tours and tastings

Creates a nine-member advisory committee appointed by the governor, including representatives from the distilling, wine, and brewing industries, a chamber of commerce member, an economic development researcher, a public member, and representatives from state agencies

Advisory committee must submit a report with proposed marketing methods, implementation plans, and budget to the office and legislature by September 1, 2026, after which the committee is abolished on January 1, 2027
