Requires the Texas Commission of Licensing and Regulation to set motor fuel metering device specifications and tolerances by rule, aligning them with the most recently adopted standards from the National Institute of Standards and Technology at the time of device use

Establishes minimum quality standards for motor fuel sold in Texas based on the most recently adopted ASTM International petroleum standards, with gasoline and gasoline-ethanol blends required to meet ASTM D4814 specifications

Creates exceptions allowing gasoline sold in areas on either side of the 99° 00' west longitude line to comply with the volatility class of either area when different seasonal volatility classes apply

Grants a vapor pressure tolerance waiver of 1.0 pound per square inch for gasoline blended with up to 15% ethanol, except from May 1 through October 1 in counties subject to low emissions standards

Allows seasonal vapor pressure specifications to be extended up to 15 days to distribute existing fuel stocks, and exempts gasoline and gasoline-ethanol blends from vapor-to-liquid ratio specifications

Takes effect immediately with two-thirds legislative approval, otherwise September 1, 2025
