Prohibits any person, including the compact waste disposal facility license holder, from disposing of or storing high-level radioactive waste in Texas

Exempts from the prohibition storage at sites of operational or formerly operational nuclear power reactors and university-operated nuclear research and test reactors

Prohibits the Texas Commission on Environmental Quality from issuing construction permits, stormwater pollution prevention plans, or Texas Pollutant Discharge Elimination System permits for facilities licensed by the U.S. Nuclear Regulatory Commission for high-level radioactive waste storage (with the same exemptions for existing reactor sites)

Changes terminology in existing law from "currently operating" to "operational" when describing reactor facilities that qualify for exemptions

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise September 1, 2025
