Establishes a grant program administered by the commissioner of education to provide funding to school districts and open-enrollment charter schools with campuses designated as full-service community schools

Allows commissioner designation of full-service community schools for campuses that provide comprehensive academic, social, and health services to students, family members, and community members resulting in improved educational outcomes

Eligible services include early learning programs, remedial education, family engagement programs, mentoring, job training, nutrition services, primary health and dental care, mental health services, and adult education including ESL instruction

Authorizes assistance programs for students who have been chronically absent, engaged in truant behavior, or been suspended or expelled

Permits the commissioner to solicit and accept gifts, grants, and donations from public or private sources to fund the program, with immediate effect upon two-thirds legislative vote or September 1, 2025
