Requires independent school districts, their boards of trustees, and district personnel to not only adopt legally required policies but also to implement and act in accordance with those policy requirements

Extends the same implementation and compliance duty to home-rule school districts, their governing bodies, and school personnel for any policies required by law

Applies identical requirements to campus charter schools and open-enrollment charter schools, mandating that governing bodies and personnel implement and follow adopted policies, not just adopt them

Amends multiple sections of the Texas Education Code (Chapters 11 and 12) to ensure consistent policy compliance obligations across different types of public school entities

Takes effect immediately upon receiving a two-thirds vote in both legislative chambers, or September 1, 2025, if the two-thirds threshold is not met
