Expands the scope of public comment requirements for the Health and Human Services Commission Executive Council to include "rulemaking and rule review activities" rather than just "proposed rules"

Updates the composition of the executive council to include directors of divisions established by the executive commissioner, removing outdated references to former Section 531.008(c) that expired on September 1, 2023

Specifies that the executive council includes the executive commissioner, division directors, commissioners of health and human services agencies, the Department of Family and Protective Services commissioner, and other individuals appointed by the executive commissioner

Takes effect September 1, 2025
