Removes specific references to ACT College Readiness Benchmarks and SAT score requirements (previously 1,500 out of 2,400) from Texas public university admission criteria

Grants the Texas Higher Education Coordinating Board authority to designate which college entrance examinations are acceptable and to set the required scores for admission

Applies to both automatic admission for top 10% high school graduates and general admission for students who do not qualify under automatic admission provisions

Changes apply beginning with the 2026 fall semester admissions; prior semesters remain governed by existing law

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
