Expands existing confidentiality protections for government-held security information to cover not just terrorism but also "hostile acts by a foreign adversary of the United States"

Applies the expanded confidentiality to emergency response provider staffing requirements, tactical plans, and contact information for law enforcement, fire-fighting, and emergency services agencies

Protects from public disclosure risk and vulnerability assessments of persons, property, and critical infrastructure related to foreign adversary threats

Makes confidential the encryption codes, security keys for public communications systems, and specifications/operating procedures/locations of security systems when collected for foreign adversary threat prevention

Covers information prepared for U.S. federal agencies and state-federal information sharing agreements related to foreign adversary hostile acts

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
