Out-of-state licensed marriage and family therapists who have practiced independently may be exempted from Texas work experience requirements (3,000 hours clinical practice, 200 hours supervision) and may have the licensing examination waived

Professional counselors and art therapists licensed in another state with at least two years of independent practice may be exempted from the 3,000-hour supervised experience requirement and may have the licensing examination waived

Social workers licensed in good standing in another state with at least one year of independent practice may have the licensing examination waived

Licensed counselors from other states with substantially equivalent licensing requirements may count out-of-state experience toward supervisor certification requirements in Texas

Shifts certain licensing decision-making authority from the executive council to the respective professional boards for determining education equivalency, clinical hours requirements, and examination recognition

Takes effect September 1, 2025, and applies only to license applications submitted on or after that date
