Allows any licensed physical therapist in Texas to treat patients without a referral from another healthcare practitioner

Removes existing requirements that previously conditioned referral-free treatment on having at least one year of licensure, maintaining minimum professional liability insurance, and either holding a doctoral degree in physical therapy or completing 30 hours of continuing education in differential diagnosis

Repeals multiple sections of the Occupations Code related to referral requirements and definitions, including provisions governing treatment limitations without a referral

Retains authority for physical therapists to provide emergency medical care in emergency circumstances, including minor emergencies

Takes effect September 1, 2025
