Requires facilities providing inpatient mental health, chemical dependency, or comprehensive medical rehabilitation services to provide patients with a written "bill of rights" in their primary language (removing the previous "if possible" qualifier)

Mandates that patient rights be communicated both orally and in writing on two separate days: at admission and again within three days (or within 24 hours and within three days for non-English speakers)

Expands application to include child-care facilities, hospitals, mental health facilities, and treatment facilities providing voluntary or involuntary services

Requires the posted "bill of rights" to include contact information for filing complaints about rights violations and must be displayed in English and a second language appropriate to the community's demographics

Requires patients (and their parent, conservator, or guardian when appropriate) to sign each copy of the rights document on both occasions, with signed copies retained in the clinical record
