Extends the waiting period for signing a voluntary relinquishment of parental rights affidavit from 48 hours to 7 days after a child's birth, and establishes a mandatory 60-day revocation period for affidavits not designating DFPS or a licensed agency as managing conservator

Requires the Health and Human Services Commission and DFPS to create and publish standardized forms for voluntary relinquishment of parental rights that must include explanations of revocation rights, alternatives to adoption, government benefits eligibility, and post-adoption contact options

Mandates a new notice of rights form for prospective adoptive parents covering access to the child's medical and birth records, legal risks of adoption, information about biological family, and itemized adoption costs

Expands regulation of child-placing agencies by requiring minimum training standards for employees, directors, and operators; annual compliance reporting; random audits; and formal complaint procedures

Sets implementation deadlines with rules to be adopted by January 1, 2026, standardized forms by March 1, 2026, and the act taking effect September 1, 2025
