Counties with a population of less than 1,000 may draw grand and petit jurors from contiguous counties within the same judicial district, waiving the standard residency and voting qualification requirements for the summoning county

Grand jurors in these small counties may be randomly selected from residents of contiguous counties who hold a valid Texas driver's license or DPS-issued identification card and meet age, citizenship, and criminal history requirements

The petit jury wheel in counties under 1,000 population may be reconstituted using voter registration lists and DPS records from one or more contiguous counties within the same judicial district

District judges in counties with fewer than 1,000 residents (or those with at least nine district courts) may direct that jurors be summoned by the clerk, sheriff, bailiff, or central jury room personnel

The act takes effect September 1, 2025, and applies only to jurors summoned on or after that date
