Establishes the Texas Quantum Initiative within the Governor's Office to position Texas as a national leader in quantum computing, networking, and sensing technology and accelerate integration into the state economy

Creates a 6-member advisory committee appointed by the governor for staggered 6-year terms, with priority given to individuals from quantum design and manufacturing sectors, including representatives from quantum infrastructure providers and quantum computing system manufacturers

Requires the office to develop an annual strategic plan by December 31 identifying potential projects, federal grant opportunities, external funding sources, and methods to promote quantum technology development in Texas

Creates the Quantum University and Business Innovation for Texas Fund as a dedicated account to award grants to state entities, higher education institutions, and businesses for quantum manufacturing and design projects

Mandates biennial reports to the Legislative Budget Board by December 1 of even-numbered years outlining activities, funding opportunities, legislative recommendations, and research accomplishments; takes effect September 1, 2025
