Establishes a Summer Electronic Benefits Transfer (EBT) for Children program to provide food assistance to eligible children during summer months when public schools are not in session

Requires the Health and Human Services Commission, Department of Agriculture, and Texas Education Agency to jointly develop and implement the program through a memorandum of understanding

Provides automatic enrollment for children already receiving free or reduced-price school meals, with an opt-out process for parents or guardians who do not wish to participate

Benefits must be delivered via EBT card or other electronic method and can only be used to purchase food consistent with federal requirements under 42 U.S.C. Section 1762

Directs state agencies to actively seek federal funding and waivers to enhance program effectiveness, with implementation contingent on obtaining any necessary federal authorizations; effective September 1, 2025
