Removes the safety certificate requirement for operating off-highway vehicles on public land or beaches, striking that language from Section 551A.031 of the Transportation Code

Explicitly adds "beach" as a permitted location for off-highway vehicle operation alongside public off-highway vehicle land on state or political subdivision property not open to regular vehicular traffic

Repeals multiple provisions of Chapter 551A, Transportation Code, including Sections 551A.001(1-b) and (1-c), Section 551A.002(b), Subchapter B in its entirety, Sections 551A.031(b) and (c), Section 551A.059, and Section 551A.071(d)

Requires off-highway vehicle operation to remain in compliance with Chapter 551A of the Transportation Code and Chapter 29 of the Parks and Wildlife Code

Takes effect September 1, 2025
