Authorizes the Texas Commission of Licensing and Regulation to require applicants and license holders to provide an email address to the department, with such email addresses being confidential and exempt from public disclosure

Grants the commission authority to mandate that any correspondence sent or received by the department be delivered electronically, including notices, orders, and pleadings required under the Administrative Procedure Act

Removes the previous requirement that applied to "other persons who regularly receive correspondence from the department," narrowing the scope to only applicants and license holders

Repeals Sections 51.310(c) and 51.354(c) of the Occupations Code

Takes effect September 1, 2025
