Repeals Chapter 49 of the Education Code, which required property-wealthy school districts to reduce their local revenue levels that exceeded state-determined entitlement amounts (commonly known as "Robin Hood" recapture provisions)

Removes references to Chapter 49 and local revenue level reduction requirements throughout the Education Code, Government Code, Insurance Code, and Tax Code, affecting provisions related to school funding formulas, tax abatements, and property taxation

Eliminates the requirement for districts with revenue exceeding guaranteed levels to transfer funds to other districts or take other actions to reduce excess local revenue under Section 48.257

Amends funding provisions so that districts not entitled to state assistance under Chapter 48 must remit payments directly to the commissioner rather than having amounts adjusted through the former recapture system

Preserves state aid adjustments for districts that previously received compression adjustments under former Section 48.257(b) for the 2022-2023 school year, ensuring continued additional state aid based on those calculations
