Prohibits school districts and open-enrollment charter schools from providing food or drinks to students containing nine specific artificial dyes: Red 3, Red 40, Yellow 5, Yellow 6, Blue 1, Blue 2, Green 3, Citrus Red 2, and Orange B

Bans the use of SNAP (Supplemental Nutrition Assistance Program) benefits to purchase food or drink items containing the same nine artificial dyes, except where federal law requires otherwise

Takes effect September 1, 2027, with implementation beginning in the 2027-2028 school year

Allows state agencies to delay implementation of any provision if federal waiver or authorization is required, and directs agencies to request such waivers as needed
