Requires the executive commissioner of the Health and Human Services Commission to adopt rules allowing persons constructing or modifying assisted living facilities to submit building plans for compliance review before completing construction, rather than before beginning construction

Expands eligibility for compliance review to include both those who have already constructed or modified a facility and those who propose to do so

Mandates that the department set reasonable deadlines for completing its review of submitted building plans

Directs the executive commissioner to adopt necessary implementing rules as soon as practicable after the act's effective date

Takes effect September 1, 2025
