Mandates that governmental entities entering into building or construction contracts require contractors to certify in writing that they provide workers' compensation coverage for employees on public projects

Requires contractors using subcontractors on public projects to obtain and submit written certificates from each subcontractor confirming workers' compensation coverage for subcontractor employees

Allows contractors and subcontractors to provide coverage through a group plan, an owner-controlled consolidated insurance program, or another method satisfactory to the governmental entity

Applies only to building or construction contracts entered into on or after September 1, 2025
