Extends the Trade Agricultural Inspection Grant Program expiration date from September 1, 2025 to September 1, 2029

Moves the deadline for the Department of Agriculture to submit a program performance evaluation report to the legislature from January 15, 2025 to January 15, 2029

The required report must evaluate agricultural inspections affected by the program, including its effectiveness in reducing wait times for vehicle inspections at ports of entry along the Texas-Mexico border

Implementation is contingent on legislative appropriation of funds specifically for this purpose; without dedicated funding, the Department of Agriculture may use other available appropriations but is not required to do so

Takes effect immediately upon receiving two-thirds vote in both legislative chambers, otherwise takes effect September 1, 2025
